Steps:

Go to coordinates 604,782 and talk to Shopkeeper Diao at the tavern
Present the Illegible Martial Arts Manual to him to start the quest.
Enter the combat scene, fight alongside Zhao Ruhui until victory, then a memory scene will play.
Travel to Hangzhou, go up to the top of the Leifeng Pagoda Top (Leifeng Pagoda) and talk to Zhao Wenzhuo. Quest complete.
