Steps:

Go to coordinates 1378,1099 and talk to Waiter at the tavern
The dialogue has 2 choices: 「Do not accept (Don't accept.)」 > Ending A Helping Hand. 「Accept (Accept.)」 > Ending Children's Leisure (Child's Leisure).
Walk to coordinates 1407,1122 and talk to Madam Du to get the sword tassel
Take the sword tassel to coordinates 863,999 and give it to Xiaojia, quest complete

Do not accept (Don't accept.) ✔ Introduction > Scene end: Lend a hand (A Helping Hand)

Accept (Accept.) > Ending Child's Leisure
