Way to trigger: Talk to the horse merchant, then go to the horse at 791,1137

Steps:

Go to coordinates 864,1190 and talk to Horse Boss Shopkeeper Ma to receive Rumors, then hand Wheatgrass to him.
Wait for Rumors to update (do other things and come back later)
Walk to coordinates 791,1137, find the horse, then hand over Wheatgrass directly to the horse, quest ends
