Steps:

Go to coordinates 1615,1504 and check what the rope is tied to
Examine the broken rope on the ground at the same spot (1615,1504) to start a quest
Inquire Bu Shangban.
Go stop the Freedom Sect disciple (Xiaoyao Sect disciple) at coordinates 1634,1504.
Go back and ask Bu Shangban where to go = quest ends.

Prize: Basic Willpower Technique Purple (Inner Art Manual) ×1. Bound Yuanbao ×5. In-game it will show as "Mysterious Reward" until completed
