Way to trigger: Pick up Note at 1296,922 and then use that item in front of Hao Youqian at 1302,934. The trigger point recorded by the game is 1281,931
Steps:
- Go to coordinates 1294,921 in the Government District, look for Note lying on the ground and interact to pick it up.
- From where you picked up the paper turn left and you will find Hao Youqian standing there
- ⭐ Walk up to her and open your inventory, use Note you just picked up, you must use it while standing next to her for the quest to trigger
- Talk through the dialogue until the quest ends.
