Where can it be obtained: Ultimate Skill (Ultimate Skills) of Eastern Edge Sea. You must collect two volumes and combine them: Heaven's Will - Part I is in Cave 283,611 (the cave entrance is on the roof). Heaven's Will - Part II is in the second-story house at 1887,1780
Note: Having only one volume is not enough, you need both volumes
