Steps:

Go to coordinates 923,1137, you will see a chest placed on the ground
Press to open that chest. Rumors is required to open it, not by talking to anyone
After opening, walk over and talk to Wang Shigui standing right near that chest to complete the quest
⚠️ This Rumors gives no rewards at all, done solely for completionist exploration board collection

Prize: Story Points ×3, Windstorm Token ×2. Bound Jade ×2 (standard quest ratio for Rumors, confirmed from Biluo Fate quest map, unconfirmed individual quests)
