Way to trigger: Collect Note that drops at 534,761 and take it to Hangzhou

Steps:

Go to coordinates 534,761 and pick up the dropped Note
Travel to Hangzhou at coordinates 1096,924, find Xiao Minghe, and hand over Note
Proceed to Hangzhou at coordinates 1348,872 and submit the Four Treasures of the Study Scholar's Set
Talk until finished, quest complete.
